Since water vapor is the most powerful GHG, why not tax people for their water vapor emissions? For example, you have two ponds on your property which are constantly evaporating and putting this dangerous GHG in the atmosphere. Why shouldn't you be taxed on that?

I suggest putting plastic covers over them.
