Yes they can, but they are usually a student version and they ask to verify you are a student or faculty member. My friend works for a large entity that can buy retail version software with no questions asked. He is limited to one copy of a program so if he uses it I can't get it. When he does get me a program the price is usually amazing. I don't take advantage of him and only inquire about otherwise expensive programs. Some titles are not available.
