Pugs:

Contractually the investor 'must' come up with the money, but the co. has no doubts that the cash will arrive by the contracted deadline of 12/24.

The stock action seems to indicate that many in the cartel have doubts the money's coming in. They're not buying in ahead of it, that's for certain. It's a prudent move, IMO, but I also bought NPEC at $0.30+.
