And no, the water temperature doesn't matter as long as it isn't frozen. It is something we call physics. What keeps the Left Coast dry is lack of precipitation. Having a major mountain range to the East ensures that. The Third Coast has no mountains to screw with the weather patterns and it rains often. It has monsoon rains in the spring and fall. If there are hurricanes, well there is more.
