I don't think I could go that far. It certainly exist in liberal circles both now and in the past. Some people's liberal* policies are probably also supported by the type of racism you talk about (a form of "the soft bigotry of low expectations") but mostly liberals want the assistance available for anyone. I don't think its fair to describe racism as the core of their philosophy. * in the sense the term has come to mean in modern American politics, not in the sense that Locke or Smith or Jefferson or de Tocqueville or Hayek, would use the term or be described by it.
