The only time I've seen a black screen was due to a failing monitor. In this case it was a cheap fix by replacing bad capacitors.

If the problem was the screen, wouldn't the whole screen be black? I still see the taskbar, page outline, etc.

Understand the budget issue, but I would be hesitant to make an expensive repair. Start looking for sales and maybe you will find a suitable replacement at an affordable price.
