Jeff -

I WAS including overhead

You've got excellent overhead control.

Why are you trying to assume the worst case for everything?

Because I've spent the past 9 years selling software maintenance tools to Fortune 1000 companies in North America. Yes there are some excellent shops. Most, however, have been devestated with dumbsizings, BPR, mergers, client/server, etc.

You don't seem to have a clue about programming and testing.

As I was ending my 18 year programming career, I remember the first time I encountered the term "regression testing"... until that time, all the places I'd worked in just did testing by seat-of-the-pants. Some were fly-by-night shops, others weren't... didn't seem to be much difference between the two.

I will readily grant you that I never had the privilege of working in a shop that took testing seriously... except for special conversion efforts, testing was always left to the imagination of the individual programmer.
