If you have changed the boot order in your BIOS to say "boot from USB" first and you don't have a bootable USB drive plugged in you have a problem. Most boot problems relate to where your system BIOS is looking for the next device to boot. If the first device is unbootable, you have to correct the order in the BIOS.

I tried clearing my CMOS recently and bricked my motherboard. That is a really bad boot problem... <g>

A computer goes through a series of verifications while Booting/Rebooting that are mostly the same, although booting also indicates a cold-start, but some USB hard-drives can make a computer hang with either when starting up and they can also make shutting down more difficult.
