Cats can and do communicate. I have 2 that are very expressive. Since they have to share a cat box, they like it to be clean. One or the other will come and and meow at me with a specific sound that I know means it's time to clean the box.

They both alert when there's someone approaching the door. They "point" like a dog does and they stare at the door.

If I start talking on the phone, my rag doll will jump into my lap because she knows I'll be sitting down for a spell and she has me cornered so I can pet her. Both come around several times a day to get their pets. Both come up and stare at me until I give them their pets. It's become a ritual. If I don't start petting them, they will pet themselves by rubbing their head against my hand or licking my hand.
