My guess is they ask themselves: "What will be after 6 months?" and then they look at where SEG, QNTM and WDC trade right now, they look at their balance sheets and see that they are in good to very good shape, they may reason that Korean cos. are having big debts problems and maybe will lose contact vs. the American competitors in the next capital spendings battle on technology upgrades/production lines upgrades, and they may therefore think that the America DD stocks have rather limited downside risk from here going forward.

However, I'd say that I'm not an DD expert.

If you're a fan of technical analysis, it's also noteworthy that the "moneystream" for SEG and WDC have gone flat over the past month or so despite falling prices. This is a measure of whether money is flowing into the stock on up ticks or down ticks. As you say, it appears that some accumulation is going on. What this really means of course is wide open to divergent opinions.
