Not during Guliani's terms.
This is why I was a big believer in Rudy Giuliani. He helped turn NYC around from the mess that David Dinkins left behind.

With NYC's steady descent back into liberalism, you're likely to see more hobos, more crime, more graffiti, and a return back to the tough life that NY residents from the 70's and 80's remember vividly.
