Looking at PP price levels, they seem to give indications of value, since the co. & buyer's determined the level. However, alot of co.'s are very , very good at floating stock at high points in the share prices (BGO is one that comes to mind that on every major spike they floated).

Future price is determined by supply of seller's & demand of buyer's.

Perhaps a better measure is the rate of dillution of 'paper' creation. We want to see a low rate with a company to maintain the current shareholder's value. A co. can create paper as long as the rate of asset growth is greater then the rate of paper growth.
