When? Its in a constant flux. When it becomes politically incorrect to hate one, the hatefulness simply shifts to another. You haven't noticed that it is acceptable to put down whitey and 'his' institutions and it has been for decades? Of course it's a two sided coin but the reverse is not acceptable socially or legally. "All over the world, nation to nation, faction to faction, one kind to another kind, in neighborhoods from one side to another, in social circles where gossip and rumoring flourish, even within families and between spousal partners."

Same type of folks changed it and always will, when it becomes incorrect (based on the view of some social authority) to hate one sort, a convenient other always surfaces. Hate and bigotry is a mind set and it isn't exclusive to one group or another, as much as you like to rant about the other guys and refuse to consider the critique coming back atcha, it's earned.

"Animus of one unto another is an innate human condition." Nothing stopping you from rising above that but yourself.
