Cleaning up their act....(which would be obvious to those of normal intelligence).....would be holding free and fair elections, releasing political prisoners, allowing freedom of sppech and movement, allowing unfettered use of phones, computers, etc.

Why do you waste space here asking for what is obvious to anyone of normal intelligence???
