I don't know, but I suspect that the warmer than normal block of water is a side-effect of a very strong el nino. This very well may be a multi-year el nino.

Which is good and bad. The good is that some of the drought issues in the US are going to be addressed. For the Left Coast, mainly through healthy snow packs. For the PNW, this isn't ideal, but would be an improvement. The bad is that the Pacific won't be the preferred dumping ground for excess heat. Which means 1990s style warming trends.
