The ACA was never a part of this conversation. I only pointed out the inaccuracy of a ridiculous statement categorizing Cuban healthcare system as among the worst. It is a patently false is statement; for an economy of its size, the Cuban heath care system is actually among the best, and the numbers back it up. But the US doesn't have the best health care, either. We rank worst among wealthy nations in terms of efficiency, equity and outcomes despite having the world's most expensive health care system.
