Tom Cotton is a foolish little boy trying to play football with the pros. If he thinks England, France, Germany, Russia, China, and the EU gives a shit about what he thinks, or will alter their plans because of him, he should hit the re-think button. This is gonna happen. The only question is, "Will it include us, or are we gonna be the only country putting sanctions on Iran?"
