Yes, pipelines are long lived infrastructure assets. Just like railroads and ports etc.

Why should they purchase and stockpile pipe if the project has no chance of being started for many years........

Who says they are stockpiling pipe? You don't know that the souther part of Keystone is in the process of being built.
