The free market.

An education project, funded by both public and private funds, became wildly popular outside of education circles. Said project has its origins in the 1960s from DARPA and ARPANET, and evolved over time into many different networks and protocols, including e-mail and Usenet.

The WWW got its start in the late 80's and early 90's and led to the development of Mosaic, funded in part by a bill sponsored by Al Gore. This is Gore's contribution to the Internet's evolution, but by no means did he even invent the Internet or create it as he infamously claimed.
