'We' refers to the Clinton Administration. In much of the rest of the world Madeline is known as the "Grim Reaper" of Iraq. As the anniversary of probably one of the most infamous responses in broadcasting history approached in 2012, the woman who uttered it is was awarded “the highest honor” that America bestows upon civilians: the Presidential Medal of Freedom.
