Gaddafi offered to give up his weapons of mass destruction (WMDs) and open his facilities to inspection in 1999 in (then-)secret talks with the Bill Clinton administration.

And yet, it was not until 4 years later after the Iraq war commenced that he did so....I guess BJ Billy was to busy getting his dick wet to attend to the offer?

First, that's probably a lie. Second, Daffy didn't DO it till Bush scared him into it. Then Obama overthrew a toothless Daffy and gave ISIS a seaport in Libya.
