You may be right. The DOJ and the judge look rather foolish at this point. And MSFT mayt have to give them a face saving way out. However there is nothing in law or the consent decree that gives the govt the right to dictate that a Icon be removed or a function be disabled. It's the "other product" versus the "integrated product" issue that should be settled. An Icon is not a product.
