Should the head of the EPA be jailed for destroying an entire rivershed? Have you ever seen the owners or executives of a corporation, like PG&E or a Virginia Coal Mine company, or an offshore driller that conspired to bypass safety or environmental laws causing human death, be charged criminally as a person?
