There is a difference between decapitation as a means of just committing a murder vs. decapitation as a terrorist tactic. It is an important distinction. There are pretty frequent decapitation murders that have nothing to do with terrorism; then there are those that are, e.g., ISIS beheadings, that are done as a terrorist tactic. Sure, the victim ends up dead in both instances. But the consequences to the public psyche are different.
