The document in question is a draft agreement. The final document has not been produced. The AP has changed their article several times. The last revisions has the IAEA monitoring the Iranian sample takers. At least according to the original reporter who broke the story.

In addition, this is only at one site. Which is on a military base. One that was shut down a decade ago. And this is a single, one time deal.
