What data can you cite about the damage it did........I fully expect there to be some, but I haven't seen anything on it......but have seen statements that the river was recovering after one week.......

Some chemical in extremely small quantities will impart a color to water......eg KMnO4 in amounts of less than a teaspoon will color a swimming pool a very purple color..... Harmless....the compound has a lot of household uses......
