Like no birds pooped in uncovered reservoirs? Like no insects breed in them? The water gets treated between the time it leaves the reservoir, and the time it comes out of the tap. I think they should be white, to reflect heat. They say black doesn't effect the temperature, but they need to show me air temperatures above the reservoir, especially at night, and in the winter.

Why are Shade Balls Black Instead of White?

I wondered about that when I saw it but assumed the scientic geniuses in California had all that worked out. Kind of like GW I guess; they just have no idea what they are doing.
