Of course they don't want sanctions. Which is the reason it was stupid to give them away. Sanctions are not coming back, no matter what. That is an Obama fairy tale.

If there were other steps that might be taken they already would have been. We had their money. We had sanctions. We had the military threat.

We no longer have ANY of those on a credible basis, and Barack Obama couldn't get ONE FUCKING HOSTAGE RELEASED. i cannot think of a worse negotiation outcome for the U.S. Maybe you will argue there has been but I don't think a rational argument can be made in support of that position.
