Maybe this relates to the fact that in Windows 10 "shutdown" is less complete than in Windows 7 and earlier. The system still seems to be running in some sense. If you do a shutdown from the Start menu, then power-up and look at "Up time" in the performance tab of the task manager, you will see that the time has not reset. It is as if Windows has been running during the shutdown.

On the other hand, if you execute "shutdown.exe /f /s /t 00" it seems to give you a more complete shutdown. (and does not allow apps a chance to save work).
