The motherboard will have power to part of it. When you push the power button, the system controller chip on the motherboard sends a signal to the power supply to bring up the other voltages (+12v, +5v, +3,3v, etc). The only power on the motherboard should be +5vSB (5 volts standby). The processor is not operating because the +3.3v is not turned on. The amount of current available on the +5vSB pin is not enough to supply the processor, usually just enough to power a few chips, monitor the keyboard and buttons, and light a few LEDs.
