"new and unique human life begins at conception.

A new and unique life also begins at a twinning event. Some twins are mirror images of each other even though they share identical DNA. Some twins get less than a full half of the cell division and are greatly deformed. Sometimes the twins don't complete the division and are conjoined. Sometimes identical twins really are identical."
As you have rightly said...life does NOT begin at conception. It began billions of years ago and continues to transmute. It dies in trillions of failures every day. But life goes on for the living.

Twins are new, unique human lives from conception.

the real issue is whether every unique human combination should be born.

Only if they're alive, which they are from the point of conception. If you want to control population, do it by limiting conception not killing.
