One of the very first things necessary to built a democratic republic based on individual liberty and law is an enlightened culture which doesn't exist in the ME or in Africa.... Enlightenment can't exist with tribalism, mix that with Islam and it becomes downright toxic...... As far as Mexico and the SA countries.... Any place that has been colonized by Spain adopted Spain's form of corrupt Gov't based on nepotism bribery and monetary control by a small number of families virtually guaranteeing a continuation of the status quo......
