Government bodies routinely changes the classification of information after the fact. This has happened before. It is usually a case of one department, in this case the State Department, deciding something didn't need to be classified. And another, likely the CIA, deciding it should be.

Mix in Fox News trying to fan up a scandal for ratings and this is how we got here.
