WinStar Authorized To Provide Competitive Local Exchange Services In 47 of the Largest U.S. Markets

WINSTAR COMMUNICATIONS, INC. (NASDAQ-WCII) announced today that it has received authorization from the state of Missouri to provide competitive local exchange carrier (CLEC) services. This certification authorizes WinStar to provide a full array of local voice, video and data services in competition with the incumbent local exchange carriers.

WinStar now has CLEC certifications in 29 jurisdictions, representing 47 of the largest U.S. markets, including Arizona, California, Colorado, Connecticut, the District of Columbia, Florida, Georgia, Hawaii, Illinois, Indiana, Kansas, Maryland, Massachusetts, Michigan, Minnesota, New Hampshire, New Jersey, New York, North Carolina, Ohio, Oklahoma, Pennsylvania, Tennessee, Texas, Utah, Virginia, Washington and Wisconsin, in addition to Missouri.

WinStar and GTE Sign Interconnect Agreements For The States of Michigan and Minnesota

NEW YORK--(BUSINESS WIRE)--Dec. 22, 1997--WINSTAR COMMUNICATIONS, INC. (NASDAQ-WCII) and GTE (NYSE-GTE) today announced they have signed interconnect agreements covering the states of Michigan and Minnesota. These agreements establish the terms under which WinStar and GTE will interconnect their networks and allow WinStar to proceed with its plans to provide competitive local telecommunications services in the entire Detroit and Minneapolis markets in 1998.

WinStar now has signed 32 separate interconnect agreements nationwide, including agreements with GTE for California, Florida, Texas Virginia and Washington, as well as agreements with all the Regional Bell Operating Companies (RBOCs), Sprint and Southern New England Telephone. Together, all the WinStar interconnect agreements cover 41 of the top 50 U.S. markets. The new WinStar-GTE agreements are among more than 300 interconnect agreements that GTE has signed nationally.

WinStar's CLEC business is based on its Wireless Fiber(SM) service, a broadband local communications service that uses WinStar's licenses in the 38 GHz band. Wireless Fiber service is the functional equivalent of fiber in terms of reliability, data transmission quality, and bandwidth provided to the end user.

WinStar is the largest holder of 38 GHz spectrum in the United States, with licenses in all of the top 50 markets. WinStar's licenses cover more than 160 major market areas in total, covering almost 190 million people, and more than 800 million channel pops (population coverage multiplied by the number of channels).
