First of all, a mail server is not a file server. Secondly, "opened" is quite a stretch. Exchange Server is a very secure piece of software; standard procedure is to install strong encryption between all mail clients and the server.

How exactly would you suggest her mail server was compromised? I'm curious your theory as to the means of a hack.

The idea that any information that was later deemed confidential was obtained by anyone other than for whom it was intended is sheer conjecture on your part. The idea that replying to correspondence with unclassified information encompasses a crime, or even would make her the target of a security investigation is pure fantasy.
