Actually, you are referring to a program in which participation is voluntary. I am referring to a source from which death statistics are pulled from death certificates and will contain almost all incidents. Importantly, whether an incident is homicide is determined by the Coroner, not by law enforcement. And, of course, in a very large number of cases (probably 20-30%) no one is charged. Bottom line is you don't know WTF you're talking about. The 16K figure is generally accepted as the correct figure. The figure you provided is clearly not in the ballpark.
