The moment the first consensus of production cuts is announced...

I think there are a lot of energy projects which are funded by bonds that were sold while oil prices were much higher. The money is already in the bank, the projects will go forward even if it doesn't really make sense. This means it could still be a year or two before any sign of a production cut is announced.
