You may well be correct about the funded projects ; few outside the inner circle know exactly what's going on behind the curtain. But my statement was more about the knee jerk reaction that usually accompanies significant news releases, not what happens after cooler heads prevail and the news gets slowly digested by the general public. Especially if the news comes from OPEC or Saudi Arabia. Anything can happen; best I can do is hope this period of low prices end - exactly when, no one can really predict.
