Thanks for your help locopig. I did click your links and saw some anecdotal stories about isolated stories of EBT fraud but certainly nowhere near the billions that Nodie sees.

I see they have cut out the cash advances in casinos, tattoo parlors and such and that's probably a good thing.

I still don't understand how degrading a poor recipient and forcing an old woman to work 6 hours a month will stop the fraud. Maybe we could just tattoo all those poor folks with the Scarlet Letter...but that would have to be cash....no tattoos allowed!
