Bush actually succeeded at non-proliferation. He formed an international coalition to prevent the spread of nuclear weapons. It was this coalition that discovered Libya's nuclear program and Bush bullied Gaddafi into surrendering his nuclear material, actually letting Americans enter the country to transport his nuclear development equipment to Oak Ridge TN for dismantlement. Obama ABANDONED non-proliferation as a concept. He wrote a letter to the Iranian Supreme Leader in which he secretly accepted Iran's nuclear program before he began 'negotiations.' Iran released this information after the nuclear deal was made in order to humiliate Obama a little more.
