They were not overly complex, if they were at fault in terms of complexity it was in being overly simple. But such simplification of reality is necessary in discussing such issues.

IBM probably has a larger percentage of its work force concerned about their job over the long run, their reputation, their career in the field etc. then a lot of entry level employers. I would be somewhat surprised to see a huge problem with people taking vast numbers of fraudulent sick days at a place like IBM.(but I've never worked there, so this is something of a semi-educated guess). I would think it would be more an issue for jobs that people could leave and easily find an equivalent job quickly, without worrying much about references or reputation (mostly entry level jobs), or for jobs where people have extremely strong job security (civil service jobs perhaps, esp. those where the person involved isn't very ambitious).

I don't think I ever got paid for unpaid sick days, defined as sick days. I did get a lot of PTO hours paid out to me when I was laid off during a RIF in a large company.
