The original bridge opened in 1957 at a cost of $100M which is ~$850M in today's dollars. How can it cost nearly 5X in real dollars to replace the bridge?

For one thing in 1957 you didn't have to spend a decade or two writing environmental impact statements and fighting off environmental lawsuits.

When I stumbled on this factoid the other day (the bridge is near where my sister lives, so happened to be reading about it) I was shocked. $4 Billion for that bridge?

It indicates something really seriously wrong with the infrastructure procurement process.
