Leading contender is prolly the EU, but they are coming to us to see pictures of Pluto, and Voyager plays Johnny B Goode to the galaxy, not God Save the Queen. Still need the Russians to get to our space station, and Europe gets data once in a great while from a comet. They give us one picture, and we give them 1000 galaxies from Hubble. Boots on the ground
