If many in his party wanted him to do more, but he did nothing, he could perhaps take minimal credit for not stopping the drilling, but that's rather minimal. Also he didn't consistantly do nothing, he did take steps to oppose measures that would serve to decrease domestic and other North American sourced energy supply in the US, such as opposing the Keystone XL pipeline, delaying and denying drilling permits etc. And your deluding yourself if you think this recovery has been strong. Its been one of the slowed in modern US history.
