Sorry, but you're wrong... an EO can only be written based on an already existing law... a completely new law cannot be done with an EO... But, if you continue to believe it can, then you're not using American Constitutional law as your reference or as your authority... you're just making it up as you go along... there's no discussion here if that's the road you take...
