Why blame a problem on the person who caused it?

Because understanding cause and effect which created a problem helps you avoid repeating the same mistakes endlessly.

In this case Reagan's reduction of income tax rates on the wealthy coupled with payroll tax increases on working people created our current income and wealth inequality. His unfunded tax cuts also created a large and growing government deficit.

These were clearly disastrous policies. When a nitwit now suggests the solution today is reducing income tax rate on the wealthy even further, you know you're talking to a person who doesn't understand cause and effect.

To solve a problem you have to undo the cause of the problem rather than trying to paper over with new blather.
