Hence the projected leaks:

A pipeline carrying dilbit leaks like three and a half times more per pipeline mile than a pipeline carrying crude oil. And when it does leak, the spills tend to be bigger. As the pipeline ages, the odds of a leak only goes up.

What annoys me most about Keystone is that all its doing is getting the oil to TX sooner. Its not like they don't have a way to ship it now. And yet, the Rs want it just because.
