40 days after the end of the quarter, institutions having an asset value over 150 M (I think) must file a 13F, which indicates their positions or changes in positions for that quarter.

I'm not sure what you mean by manipulation.

Short interest is tabulated by market makers one day of each month, and is available about two weeks later. Only the short interest at the close of the 'trade date' is available.
