I"m not sure about "more often than not". With most of these fights there is a matter of principle, or at least a matter of interest to a major constituency, at stake.

And it works both ways. Both sides obstruct the other all the time. That's more a feature then it is a bug, it shouldn't be easy to make massive changes based on temporary narrow political advantage.
