Here "bolstering groups sympathetic to Al Qaeda" = active intentional alliance WITH Al Qaeda. Using that logic, your opposition to responding to attacks against us could just as easily be seen as bolstering those attackers, which to you would be intentional alliance with them. A by-product of these activities has been the bolstering of Sunni extremist groups that espouse a militant vision of Islam and are hostile to America and sympathetic to Al Qaeda."
